Alan Paskoff, P.E., is the Program Executive and Senior Vice President for MTA Capital Construction’s East Side Access Project.  Alan joined the MTA in 2007 and was appointed to his current position in 2010 where he leads the largest transportation infrastructure project in construction in the United States, with a budget of over 8 billion dollars, and a workforce of over 2,100 employees, consultants and contractors.  The project includes major tunneling contracts in both Manhattan beneath Grand Central Terminal, and in Queens mining below the busiest railroad interlocking in the nation.

Alan is an expert in the field of tunneling and construction and has over 20 years of experience in the public and private sectors.  He has worked on several major contracts for NYC Department of Environmental Protection’s Third Water Tunnel Project including a $200M tunneling contract as Project Manager while working for Peter Kiewit and Sons.  While working for Kiewit, he also did projects for a variety of owners including MTA New York City Transit, NYC Department of Transportation and the Port Authority of New York and New Jersey.  Alan has also worked at Grow Tunneling and the Bechtel Corporation.

Over the years Alan has been quoted in Engineering News Record and has participated in several panels hosted by McGraw Hill, ASCE, The Moles, MTA New York City Transit Museum and others.

Alan holds a Masters of Business Administration from Baruch College and Bachelor in Civil Engineering from Lehigh University.  He is a licensed Professional Engineer in the State of New York. He also is an Adjunct Professor at Baruch College where he teaches Project Management.
